Eligibility
AIDS Project Los Angeles offers many
programs and services to people infected or affected by HIV/AIDS.
Some programs required that you be a client of APLA in order to
participate. Other programs simply require that you be a resident
of Los Angeles County. Below is a list of programs and services
that APLA offers, along with eligibility requirements for each:
Benefits and Insurance Counseling
- Available to anyone with HIV-related benefits issues.
Case Management
- The County of Los Angeles is comprised of eight Service Planning
Areas (SPAs). Clients of APLA must reside in SPA 4
to receive
Case
Management
Services. New clients will be assessed by a case
manager during registration to make this determination. The
SPA 4 residency requirement does not apply to hard-of-hearing
clients. Medical transportation is available to registered clients
of APLA.

Clientline

Dental Services
To access APLA Dental Services, patients must:
- Have a referral from APLA or other AIDS service organizations that provide case management to HIV-infected persons. Casewatch registration must be done by referring agency.
- Have proof of L.A. County residency.
- Have a physician diagnosis form. Physician must be a licensed, practicing physician in Los Angeles County. The APLA diagnosis form is preferred. If that document is not available, any diagnosis form may be accepted as long as it reflects the following information:
- Have current HIV Laboratory data (CD4 cell count and HIV viral load). These results must be dated within the last three months.
- Have current negative tuberculosis skin test results. These results must be dated within one year. If patient has had a positive skin test at any time, a tuberculosis chest x-ray is required indicating negative results. These results must be dated within two years.
Clients with private dental insurance or Medi-Cal must bring their insurance card.
Home Health
- Must be a registered client of APLA.
- Must be referred by Assessment, Clientline, or Case Management
Services. An assessment will be done by an registered nurse
case manager from Home Health to verify client's eligibility,
based
on the
State
Office
of AIDS Guidelines.
- Must have symptomatic HIV or AIDS.
Mental Health
Individual, Couples and Family Counseling
- APLA client registration required. Mental health intake and assessment required.

On-Call Clinician Hours - Monday through Friday 10:00 am to 12:00 pm
- APLA registration not required. Same day walk-ins and phone-ins accepted.

Closed Support Groups
- APLA client registration required. Mental health intake and assessment required.
- Must meet with support group facilitator(s) prior to starting group.

Drop-In Support Groups
- APLA registration not required. Same day walk-ins accepted.

Necessities of Life Program (NOLP) Food Pantries
- Must be referred by APLA's Assessment, Clientline, Case Management
or Home Health staff or by any other authorized AIDS service
organization.
- Must complete an NOLP application.
- Must have diagnosis of AIDS or HIV with completed Karnaufsky
score. This assessment is performed by APLA staff, generally
at the time of registration.
- Must provide proof of residency in L.A. County. (Does not
apply to homeless clients).
- Must provide proof of income as follows: Individuals must
have a gross monthly income of no more than $968 after applying
for all appropriate benefits. Families add an additional $265
per dependent.
- Qualified applicants who live in the San Fernando Valley
must use the San Fernando Valley location.
Nutrition Education

Residential Services
- Must meet other criteria of governing bodies of either the
Section 8 or HOPWA programs.
Treatment Adherence
Work Services
- Available to all people affected by HIV/AIDS.
