I. Preamble
The Board of Directors of
AIDS Project Los
Angeles sets forth this outline of its intended
strategic direction for fiscal years 2002-2006.
This document will serve as a guideline for
Board, staff, and volunteers in developing
the programs, budgets and activities of
the organization for the planning period.
The goal of this plan is to develop an organizational
structure for AIDS Project Los Angeles that
provides necessary and essential support
services (e.g., governance, advocacy, planning,
fund development), leadership and optimal
flexibility in program development and service
delivery. Our goal is to leverage core competencies
to maximize impact and support broader community,
national and international initiatives and
strategies. We will embrace flexibility and
promote partnerships and collaboration that
avoid duplication, foster the exchange of
ideas and encourage synergistic solutions
to shared concerns.
II. Mission Statement
AIDS Project Los Angeles is dedicated to:
improving the lives of people affected by
HIV disease; reducing the incidence of HIV
infection; and advocating for fair and effective
HIV-related public policy.
III. Vision Statement
AIDS Project Los Angeles aspires to be a
recognized leader in the development and
provision of multidisciplinary, high quality,
cost effective initiatives designed to stop
HIV transmission and to reduce the human
suffering caused by HIV disease. AIDS Project
Los Angeles is a flexible organization that
responds rapidly to changes in the populations,
priorities or needs of people affected by
HIV disease. AIDS Project Los Angeles strives
to improve the overall quality of life for
people living with HIV by sharing or pooling
assets and working in partnerships and collaborations,
thereby maximizing the overall effectiveness
of resources.
1. APLA strives to end the HIV pandemic
by dedicating resources to the development
of strategies, interventions and programs
to reduce HIV transmission.
2. APLA dynamically develops advocacy, policy
and other leadership initiatives to assist
people with HIV disease.
3. APLA advances the development, dissemination,
and evaluation of high quality, low cost,
effective models of service delivery.
4. APLA fosters a unified response to the
urgency of the HIV pandemic through collaboration
with and support of other organizations.
5. APLA recruits committed volunteers from
diverse populations and prizes their contribution
to achieving its mission.
6. APLA is supported by a diversified funding
base, which secures the stability and future
of the agency and other organizations that
we support, and fosters the development of
innovative programs and services.
IV. Strategic Planning
Directions and Proposed Objectives for the
Planning Period
A. APLA will develop, maintain and support
strategic alliances or new models to reduce
duplication of services, meet the most critical
unmet needs, promote access, ensure best
provider practices, reduce new infections
or promote future leadership roles.
B. APLA will ensure that effective prevention
services exist in the community or are provided
by the agency.
C. APLA will have a major role in shaping
HIV-related public policy at the local, state,
federal and international levels in areas
of its expertise and will be regarded as
an expert resource in those areas by policy
makers.
D. APLA will identify and expand new funding
bases and resource development strategies
for services for people living with HIV disease.
E. Operating
within a continuum of care, APLA programs
will maintain the highest level
of professionalism, consistent with its mission
statement and core values, while continuing
to incorporate quality improvement into its
operations. The programs will reflect APLA’s
core competencies. The agency will analyze
and set realistic service goals, continue
to develop and utilize effective evaluation
criteria and seek out creative mechanisms
to optimize and strengthen service delivery.
Programs will avoid duplication and be modified
as needed in order to stay relevant and responsive.
F. The mission and work of APLA and the
interests of diverse populations at risk
for or living with HIV disease will be advanced
through coordinated and comprehensive outreach
and public relations strategies.
G. APLA will always seek to have volunteers,
staff and Board who are fully aligned with
the mission of the agency and who support,
respect and value its mission and work.
H. APLA values its professional and volunteer
staff and will promote a professional working
environment that encourages creativity, productivity
and leadership.
I. APLA will maintain an ongoing strategic
planning process.
